Research Notes:
went to Western Pennsylvania about 1765, settling within the present limits of Bedford County. He was one of the judges for the western part of the state in the election of members of the Constitutional Convention of 1776, and was appointed a justice of the peace in 1778. Soon after he became a justice of the peace for Bedford, he moved to Westmoreland county, where he settled upon lands "on both sides of the road leading from Cherry's Mill to Bud's Ferry, on Youghiogheny River, Mount Pleasant township." He was a member of the General Assembly, 1783-1789, in which he opposed the calling of the Pennsylvania Convention of 1787, of which he was also a member. He voted against the ratification of the Feberal Constitution. He was also a member of the Pennsylvania Constitutional Convention of 1789-90. He was an Associate Judge of Westmoreland county, 1791-94, and a member of the State Senate, 1794-96. While he was in attendance upon the Senate during the "Whiskey Insurrection," General White, who commanded the New Jersey troops, lodged at his home, where he indulged in aspersion upon William Findley, member of Congress from that district, who was warmly defended by Mr. Baldridge, Mr. Todd's son-in-law. He was elected to the State Legislature in 1783 and for several suceeding years. In 1787 he was elected to the State convention which ratified the Federal Constitution; afterward to the State assembly and in 1759 he was elected a member of the convention which prepared and enacted the present constitution of the State of Pennsylvania and was appointed one of the first associate judges under the constitution which he about two years afterward declined on being elected into the State Senate.
Before he came to Westmoreland County he had been a member of the committee that preserved order at the commencement of the Revolution. He had a seat on the bench and was a field officer of the Militia in Bedford County and to the last was a zealout friend and supporter of the Republican Constitution of the State (PA) and of the United States.
